How are red zones created in the City of Vallejo? Can a property owner create red zones on a public street. I not, what is the penalty?

I fear that the property owner at 1101 N Camino Alto has created an illegal red parking zone that is almost a block long (see attached). I believe this because immediately after imposing $25/mo parking fee on its residents, the red zone in question mysterious appeared. Can a property owner unilaterally remove street parking?
