Description
The installed signal at this crossing point is NOT available and has been covered with garbage bags. Solution seems to require a Left Turn RED arrow from westbound Whalley/Fountain intersection to be installed in order to protect pedestrian activated crossing signal.
Also, crosswalk and stop bar need to be re-painted.

It does need that and more -- it needs a reconfiguration of the intersection as well so it is slightly more perpendicular rather than a merge. This will slow traffic and keep pedestrians safer. It is a work in progress and I can't wait until it is done.

SCROG review and Main Streets CT reports both suggest "t-ing" Fountain into Whalley, a circle, or other reconfigurations of this intersection. This would be a significant project and thus neighbors and users of these roads will have to work together to move this forward.

Agreed that the ped-activated solution suggested above is a short-term fix.
The 2010 SCRCOG report Greg mentions, the Whalley Avenue Corridor Study, can be downloaded at: http://www.scrcog.org/documents/WhalleyAvenue-FinalReport.pdf. A drawing of the proposed Whalley/Fountain realignment is on page 31. This seems like a good long-term solution, resulting in a safer crossing, calmer traffic, additional on-street parking, elimination of a dangerous merge and right turns from Whalley onto West Rock, and wider sidewalks. Take a look and please weigh in.
"An Action Plan for the Revitalization of Westville Village", which is a major guiding (though not authoritative) document for the Westville Village Renaissance Alliance (WVRA), can be downloaded at http://www.westvillect.org/wvrapage. The section on transportation and traffic-calming starts on page 25. A modern roundabout at Whalley & Fountain would require the "taking" of property, so is unlikelier to happen than the above scenario.

still no solution here. TT&P, can't we get a RED left turn arrow to solve this issue??

It requires community groups to move it forward. And what are the leaders among Westville's community groups doing besides furtively stating that on SCF years after the guiding documents were published and in their hands? Sheesh. If you want to move it forward, move it forward.

I'm stumped by all these anonymous posters.

Hoo man. Well, at least Greg asked TTP for a left turn light.

My name is Stumped because I can deliver big tree stumps to block the intersection until city hall fixes it, or (don't hold your breath) westville figures out how to get city hall to act on it.
My nickname is Stumpy. Stumpy the Grumpy. We need to put our Grumpy energy into productive action.

The traffic signal control equipment in this area is not capable of handling an additional crosswalk phase. The reason why this pedestrian signal is covered, is because when it was in use, the additional phase caused an increase in traffic back-up. However, pedestrians are able to use the ped signals on Fountain & Central, Whalley & West Rock and Whalley & Central.
