Thanks to the inspector or whoever it is at City Hall who's making sure that this latest real and well-founded concern has begun to be addressed at the 108 Beacon site. What a mess! Going forward, please ensure that all requirements in the revised, engineer-stamped, Building Dept-approved plan are all met -- including our state's frost-line requirements.

The inspector came out around noon on 7/14/22. How come 2" horizontal rigid insulation -- as specified in the engineer-stamped plan -- has not been laid across the entire area over the 8" crushed stone bed inside the foundation walls for the residence section (footprint 1,680+-SF First floor slab elevation 32.0+-)? Right, a couple cuts for reinforcement for where stairs are planned. But it appears now that just a one-piece-wide section of rigid insulation is being run along the interior side of this foundation ... and the rest of the ground is now being covered with thin foily duct insulation (not in the approved plan) and then vapor barrier. Why is the rigid insulation not being laid across the entire area? Inspector?

give it up Pete et al - you may create frequent delays but that house is going to be built. . What's your point ?

Nope. Most of the houses in the neighborhood have full basement foundations. There are at least two inground pools in the vicinity. The folks at 108 Beacon St claim to have hit the water table a couple feet below the existing grade ... and that therefore they needed not to dig the foundation as deep per state code given the existing grade. As a result, the grade and plan had to be changed significantly, including a ~26" increase to the existing grade. If you aren't a nearby property owner, it's easy to shrug this off.

Nope. You can not shrug it off Pete et al because it does directly affect you the next door "neighbor " and you Pete are freaked out about the garden, environmental issues etc. etc. What's getting humorous now is the level of passion and intensity you have with this - never saw that sustained on any issue when you were in city council. not with road issues or environmental protections like excessive use of gas blowers, etc., etc., etc. But now that you feel directly affected by an issue you feel justified. Well when all your attempts have failed you just might feel like screaming at the top of your lungs about all the hypocrisy and ignorance in a very hostile manner. AND LET ME ADD.... our house was an original 1929 and the water and sewage problems, etc were a nightmare so I wouldn't make assumptions about how other properties were built.

If this specific problem is such a serious issue why did you ruin your credibility "boy who cried wolf" style by complaining about minor issues like the port o potty!?

The City of Bridgeport Building Department allowed the botched foundation to be mitigated by raising the entire lot level by "several feet" to cover the exposed foundation that was above the regional building code freeze line.

-Now the lot level is several feet above adjacent properties. Essentially, this allows the owner to "Cheat" the maximum height of the ridge allowable by City Building Codes aka. ZONING Regulations.

- The approved "cheat" allowed for a landscaping/block retaining wall to be built several feet high to supposedly retain the extra soil needed to cover the botched foundation.

-Now that new retaining wall of dry stacked landscaping block filled with soil, after heavy rains over the last week, appears to be convexly bellying out towards adjoining property. It will, in all likely hood, continue to do so. The greatest concern... It is now the first Hurricane season visiting this botched foundation/approved cheat of the lot level. Unfortunately, it could be an "all hands at the pump" situation for neighboring properties when that raised lot soil and the ground beneath it becomes saturated with water. This happens to all "normal" level lots in the shoreline area. The next Hurricane always brings very high tides and the water table level will rise significantly. There will be nowhere for the water to go but horizontally out towards adjacent properties.

-Finally, in closing, the port-a-potty seems to be extremely close to an adjacent property. If not illegally close, it must be a serious stench/eyesore problem for neighbors... the port-a-potty seems to be SYMBOLIC of this (insider) City Supported project... it stinks and it's brimming with...(you no what).
