Homeless person has left her vehicle. She is now residing at a house across the street from her abandoned car. This car has scratched out registration sticker. It is full of stinking garbage and is emitting a toxic smell which is a danger to people in the court especially kids and senior citizens.

There are constant biohazards thrown on the ground from this homeless encampment parked in the court These biohazards such as garbage, used condoms, urine in plastic bottles are dangerous for children playing in the court. Why is this person and vehicle allowed to encamp in the court for YEARS?!!
Current case law affecting all Western States does not allow us to enforce any of our anti-camping municipal codes or move homeless persons off of publicly maintained property, including streets and sidewalks unless there is room for them in a local shelter. Leaders have petitioned the United States Supreme Court for relief, although they've already refused to hear the case once before.
