Vacant lot belonging to the Torrington Housing Authority next to Union Bank on Main Street, recurring delinquency of shopping carts left there, sometimes half a dozen, mostly from Kmart. Numerous calls to the Mayor and the stores are futile, why is this issue not addressed, the carts are all over town, is this the way you want Torrington to look to visitors?
