It doesn't help matters that there's a legal right on red at this intersection onto Whalley, so folks barrel right through the crosswalk despite the high volume of library patrons, synagogue-goers, Chapel Haven residents and just general visitors on foot to and from Westville Village. Phillip is already quite narrow, but bump-outs at both corners would both make the crossing there safer and slow traffic coming down Phillip Street. Not sure how/whether speed humps can be used on steep grades like this, but they'd probably help, too. Mid-block choker as well...?

Still continuing and not getting any better. this is dangerous for residents and pedestrians. Even crossing the street sometimes is a gamble.

Cars are constantly speeding down Philip Street to try and beat the light onto Whalley. As the street has a downhill slope and poor visibility going over the crest makes it even worse. The street has children, older folks and high pedestrian usage. Very dangerous for everyone. Could a speed and traffic counter box be placed to find out what options might work best to ease the speeds.
