This same mess has been there for weeks. The picture doesn’t show the toilet parts and garbage near the curb.. Rodents and wind scatter this garbage to neighboring yards. Tenants and landlord don’t care. When the weather warms the smell and skunks will return.

All I see is a piece of paper. On a windy day my yard is messier!

Who ever took the picture was far away . There are piles of garbage on the side of the property . There is a toilet tank and garbage at the curb. You obviously do not live near this dump.

I'm just saying that the function of uploaded photos on this platform is to show what you've told; this photo doesn't do that at all, nor does reiterating the complaint. A better way to validate a complaint (especially one with a photo that makes the whole thing seem exaggerated) is showing it. Even within comments we're capable of uploading photos...
I'd assume this property, without a corroborating photo, isn't high on the list of priorities for the city. A photo with a broken toilet on a lawn might change that, I don't know.
