During normal traffic it can't be removed. Because westbound 13 mile drivers have a green arrow to turn left & proceed south on Harper. Unfortunately most drivers are too busy to look in two different areas before turning. (in case your wondering what two areas - the driver would have to look to the north on harper and to the east on 13 mile all the while talking or texting.
