Description
This is the second time I'm reporting this. The first time, the issue was reported as the bulbs being changed which didn't fix the issue and then the issue seems to have disappeared from SCF. The lights at the Corner of S. Allen and Idlewood Ave at the entrance to the park have been out for weeks now. This is across the street from the listed address. Do not close this issue until you have verified the lights really do come on at night.

Too many SCF issues are closed before they are actually resolved. (As was the case with this issue the first time I reported it.)

Um, @CityofRichmond, can you be clearer? On 12-4, you said the issue had been forwarded to Parks & Rec and you closed it. Then I reopened the issue because it wasn't actually resolved and on 12-5-13 you said it would be fixed today and gave this number to call: 646-4406. I reopened it because ti wasn't actually closed (just transferred to someone else's queue, in essence) and today, 12-6, your only comment is to call a new person at a different number. Frankly, I'm confused and a bit frustrated.
My feeling is that SCF exists so that RVA citizens can make the city aware of issues that need to be fixed. This distributed citizen-reporting system takes much of the burden off the city to actually patrol and look for issues that need to be fixed. In turn, I think it's only fair that the city take ownership of issues once they are reported.
So, for example, I don't think issues should be closed before they are actually resolved (simply saying that an issue has been sent to a different department does not fix the issue). Also, I don't see why someone on the city's side of SCF can't make the call to another department down the hall and check that an issue has really been completed and then simply close the issue on SCF at that point.
Are these unreasonable expectations?

The bad news: the lights remain on during the day too. Let's fix and that save the city some money, yo.
