The owners of the yellow house at the corner of Q. Ave and Clifton St. have a large German shepherd who is NEVER taken out for exercise or allowed to socialize with other dogs. The dog is let out on a hand held leash in the owner's side yard. The dog barks constantly at any moving thing. The male owner either screams at the dog or yanks on his collar. The owner had 2 other dogs that died and also barked at passers by. Does the SPCA handle problems like this? This dog has no life.
