With the work fences at the old DOA building and merge into one lane, traffic is really backing up a lot on this block, especially during morning rush hour. You might consider removing the "no turn on red" so that cars could turn right from Jones onto Salisbury at the Globe corner when pedestrians are not present just during the DOA construction.

The sidewalk adjacent to 629 W Hargett St is overgrown with trees and vegetation. At points, up to 40 percent of the sidewalk is taken up with overgrowth. Because the sidewalk is already narrow here, this issue impedes sidewalk mobility.
