The 2 metering lights at Redwood Street onramp to WI80 both turn red and green at the same time. They do not clearly alternate. This makes it unsafe for two cars to immediately merge onto the 1-lane onramp, which is short. Also, most all of the cars in the carpool metering lane do not qualify as carpools.
