Description
Homeless encampment had man masterbating in broad daylight. What else do you need to remove an illegal camp in the sidewalk? East Bay Express was called to shed light because the city does not want to keep the neighborhood safe. FYI, a lawsuit is being considered by several neighborhood org's against the City of Oakland regarding its non action with St. Andrews Park and the surrounding area.
