Description

The traffic signal on 16th turning onto New York is perpetually red in the evenings (around midnight). The pedestrian crossing sign counts down to 0, sits as the red hand for about 3 seconds, and then returns to walk. Impossible for cars to turn left onto NY of the light never turns green!
