9/17/2013 - Thanks for your communication with Richmond City government. Please understand that the stairs running from the street to the sidewalk (carriage way) is considered the property of the adjoining residential property owner and that a private contractor must be hired to repair the stairs. Richmond Roadway is not allowed to perform maintenance on carriage walks or carriage ways -
