I suppose the streets department, or perhaps a local civic assocaition will provide them. I think more trash cans will curb littering in general (at least in my naive sense of hopefulness). For those people who are burdened by carrying an empty soda bottle, they will not be encumbered anymore if there was a trash can at every corner. I recently went to Barcelona and for all their graffiti (which looked cool, anyway) there was not that much litter on the streets because they had a trash can, or two, at practically every corner.
