Don't the City/County fountains and other public water features have timers on them, just as must the watering systems for the street medians and other landscaped city properties?
And aren't the fountains devised to recirculate? If not, time to do this for also the long term benefits.
How about timer-setting these enjoyable cool respite locations for at least business hours and certain peak pedestrian traffic times on the weekends and early evenings?

Per this order, there are no plans at this time to resume use of water fountains maintained by the City of Vallejo.
