I noted city trucks there reprogramming the signals last week or maybe the week before. The length of time has changed.

The work on 13 is causing traffic to block the intersection as it backs up across Thornhill trying to enter 13 North, so maybe shorter light times was to help there? Also, the number of cars from 13 North trying to circumvent the heavy traffic on the freeway (exiting at Thornhill, racing down to Mountain, and then racing down Mountain to re-enter the freeway at Broadway Terrace) has also been getting worse. Perhaps, by making the signals shorter, they hope to discourage this practice by making it take longer using the exit? Just a guss.

But the problem is bad from every direction. We have long delays and short lights turning left onto Thornhill from Moraga South in the afternoon as well.
