Do you know it was left out by a particular person from a specific house? If so, it should be reported as illegal dumping to LCI, the homeowner, the police dept. or public works. If not, it is not fair to assume that the scattered site housing has anything to do with the problem. If the scattered site housing is all owned by a particular landlord, any problems that occur can be addressed to them or as previously stated any of the above depts.
To the incredulous "WHAT?" responder: You must be dreaming. Multiple calls to the mayor, LCI, housing authority, public works, alderman, police... over the years, and this year, get minimal response, or NONE. The ombusmen have been let go. Perhaps click-fix can get homeowners some response. We're way beyond seeking "fair"ness.
When an LCI crew is in the area they are going to remove this mattress.....that probably means in a few days if not sooner. Thank you for bringing this to my attention.
